FPSC rejection: representation and hearing

FPSC can reject a candidature even after you passed the test. The steps open to you, with the time limits and the Rs. 500 fee, from FPSC’s own instructions.

In short
  1. File a representation within 30 days of the decision; FPSC decides it within 15 days, after giving you a hearing
  2. If you disagree with that decision, file a review petition within 15 days; FPSC’s decision on it is final
  3. Each representation or review petition needs a Rs. 500 treasury receipt

Why FPSC rejects a candidature

Your appearance in the test is provisional. FPSC’s instructions say that if scrutiny finds you ineligible, your candidature is cancelled even if you sat the test or qualified, and FPSC tells you the reasons. The major grounds it lists include:

  • No attested copies of certificates on the day of physical verification, or originals that differ from the copies
  • Under age or over age, or no proof of age
  • No proof of educational qualification, or qualification not relevant, or the result not declared by the closing date
  • No proof of experience, or experience that is short, not relevant or not countable
  • No original departmental permission certificate or NOC for a government employee
  • No required or advertised domicile

The three steps

  1. RepresentationWithin 30 days of the decision being communicated to you, send FPSC a representation, with the Rs. 500 fee.
  2. Personal hearingFPSC must decide the representation within 15 days, after giving you a reasonable opportunity of hearing. A rejected candidate’s representation is heard by the Commission’s Committee.
  3. Review petitionIf you are unhappy with that decision, file a review petition within 15 days. FPSC decides it within 30 days and its decision is final.

The ordinance then allows a candidate aggrieved by the review decision to appeal to the High Court within 30 days. For anything legal, ask a lawyer: this page only repeats FPSC’s instructions.

The Rs. 500 fee

A representation or review petition is entertained only if Rs. 500 is deposited for each. Pay by challan at the nearest government treasury, a National Bank of Pakistan branch, or a state treasury authorised for government business, under the account head “C02101-Organs of State Exam Fee (FPSC Receipt)”.

The treasury receipt must clearly show your name, CNIC number, the case number, the name of the post, and the treasury where you paid.

What the decision looks like

After a hearing FPSC publishes a “Decision after personal hearing” letter for each candidate on its Results page, under Short Listing. In the letter we read, the candidate had been called for a personal hearing and the Commission, after due consideration, maintained the rejection.

That letter also gave the next step: a review petition within 15 days of the decision being communicated by SMS or email, with complete documentary proof and the original Rs. 500 treasury receipt. It said no request or review petition would be entertained after that.

TipWatch your SMS and email as well as fpsc.gov.pk: the letter we read says the decision is communicated to the candidate that way.

How ExamPak shows this

When FPSC posts a personal hearing programme or a decision letter for a case, a “Personal hearing” block appears on that post’s page here with a link to FPSC’s document. The letters name individual candidates, so we link to FPSC and do not copy the names.

As of 4 Nov 2026 FPSC had posted no hearing notice for an Ad 3/2026 case. It had posted decision letters for posts of other ads.
